We're going to want this optimization to power bugbug-driven build and test selection for reviewbot pushes, per https://github.com/mozilla/code-review/pull/3578#discussion_r3894934091

Specifically, we want reviewbot pushes to only run high confidence selections, to reduce the cost and time spent on these tasks. This may be changed later.
