The mozilla-central side of the consolidation of SyncEngine and BridgedEngine.
Moves to a duck-typed bridged engine (which should be fixed), changes to how
the last-sync time is managed.

Paired with https://github.com/mozilla/application-services/pull/7483, which
is being vendored in part 2.
