Bug 2049534 stopped frecency and lastFetched/fetchCount updates from arming the metadata write timer, but two paths still rewrite an entry file on a read hit when nothing about the entry has changed. Each rewrite is pure IO and makes on-access anti-malware software (Windows Defender) rescan the file. 1. CacheFileMetadata::ParseMetadata() marked the freshly parsed metadata dirty unconditionally. The in-memory metadata is an exact copy of what was just read, so this made every load of an existing entry rewrite its whole metadata block when the entry closed - a plain read-only hit on any entry that was not already in the memory pool. It also bumped mLastModified, which made merely reading an entry look like a modification to CacheFileContextEvictor and to CacheIndex::UpdateIndex(). The only thing parsing actually changes is the header version, which is upgraded in memory, so only mark dirty when the on-disk version differs, and without touching mLastModified. This is the missing half of bug 2049534: CacheFileMetadata::RestoreAccessStats() already documents that read hits do not rewrite the entry file, but the unconditional MarkDirty() defeated that as soon as the entry came off disk. 2. CacheFileMetadata::SetElement() dirtied the metadata even when the element already held that exact value. nsHttpChannel does precisely that on every HTTPS cache hit: OpenCacheInputStream() reads security-info out of the entry, ReadFromCache() adopts it, and CloseCacheEntry() stores it straight back. Compare against the current value and return early - the key lookup was already being done, so this only adds a strcmp - and only arm the metadata write timer in CacheFile::SetElement() when the metadata actually became dirty. Also skip the security-info store-back in nsHttpChannel::CloseCacheEntry() when the value is the one this entry itself handed us. Item 2 already keeps that off the disk, but the call also re-serializes the whole certificate chain via nsITransportSecurityInfo::ToString() on every HTTPS cache hit. A 304 still gets its fresher info from the socket transport stored, so bug 1040086 is unaffected. CacheFile::OnMetadataRead() now marks the metadata dirty explicitly on the corrupt-alt-data path; it truncates and invalidates the file, and previously relied on the unconditional MarkDirty() removed in 1.
