Ryan VanderMeulen e54de45341 Bug 2067314 - Stop applying the gradle-python-envs plugin in mobile/android. r=ahochheiden

The Glean Gradle plugin only needs it to bootstrap a Miniconda for glean_parser, which it skips entirely
when `gleanPythonEnvDir` is set - and every consumer here points that at the mach virtualenv, where
glean_parser is already vendored.

Glean

A simple app showcasing Glean, the mobile telemetry SDK & the Experiments library.

Concepts

The main concepts shown in the sample app are:

Usage of the metrics.yaml file.
Integration between Glean and the application's build process to generate the specific metrics API.
Usage of the generated specific metrics API.
Integration of the Nimbus experimentation library.
