This is the case for the vast majority of users due to having win32k lockdown. If that is disabled we don't run anything new in the content process that requires the STA any more. This means we can also remove the SingleNativeEventPump that was introduced to make sure windows internal messages kept getting processed, specifically for using native themes, which has been removed.
