Emilio Cobos Álvarez 1a47f03236 Bug 2068139 - Rename IsAttributeMapped to IsNoNamespaceAttrMapped. r=dom-core-reviewers,media-playback-reviewers,padenot,smaug
Preliminary patch. xml:lang is a mapped attribute on all elements, so
this function would need to take a namespace, or something else.

For now I think we can just keep this but with a clearer name.
Remove the NS_IMETHOD gunk while at it.
