Janika 5267448ad5 Bug 2028825 - Make DisableDeveloperTools take effect live r=ochameau,devtools-reviewers
Observe devtools.policy.disabled at runtime. On change, DevToolsStartup
removes/restores the per-window entry points (the key shortcuts and the lazy
"Browser Tools" menu bootstrap) and toggles the global developer toggle
(wrench) button, which is created once when the first window is ready. It also
closes any open in-window toolbox, Browser Toolbox and Browser Console.

devtools-browser hides/shows the Tools-menu items live, and the slow-script
hang notification no longer offers the "debug script" button while disabled
(slowScriptDebugHandler also bails out).
